Innovate UK funding for EU-based climate-tech companies

Innovate UK is the UK's national innovation agency and part of UK Research and Innovation. It runs competitions rather than an always-open fund, so eligibility is decided competition by competition.

That is the single most useful thing to understand: there is no general answer to 'can an EU company get Innovate UK money'. There is only the eligibility section of the specific competition you want to enter.

Eligibility is set per competition, in the competition brief

Each competition publishes its own brief with eligibility, scope, funding rates and dates. UK-based organisation requirements, project location requirements and collaboration requirements all vary.

Read the brief before you plan around it, and read it again close to submission — briefs are amended.

  • Check whether the lead applicant must be a UK-registered organisation.
  • Check where the project work has to be carried out.
  • Check whether collaboration with a UK partner is required, permitted or scored.
  • Check the funding rate for your organisation size, and whether it is a grant or a loan.

What a UK entity typically unlocks

In practice, founders set up a UK subsidiary when the funding and contracting routes they want are UK-organisation routes: national grant competitions, public-sector procurement and some utility or infrastructure pilots.

Incorporation itself is fast and administratively light compared with the compliance work around hiring and tax, so the question is usually 'when', not 'whether'.

Collaborative and international routes exist alongside national competitions

Innovate UK also participates in international and collaborative programmes where a non-UK company works with a UK partner rather than applying alone.

If your near-term goal is a UK pilot with a named partner, a collaborative route can be a better fit than trying to qualify as a UK applicant.

Sequencing that tends to work

Identify the UK customer or deployment site first, then look for the competition that funds that kind of work, then decide what entity and partner structure the brief requires.

Working the other way round — incorporating, then hunting for a competition to fit — wastes months.
