Horizon Europe for UK-based climate-tech companies

Horizon Europe is the EU's research and innovation framework programme. UK participation is governed by association arrangements agreed between the UK and the EU, and the detail of what UK entities can and cannot access varies by programme part.
Because that detail is the whole question, this guide points you at the official positions rather than restating them.
Check the arrangements, then check the call
Two things determine whether you can take part: the current UK association arrangements, and the eligibility conditions of the specific call topic in the work programme.
Some parts of the programme have carried different conditions for UK entities than others, so a general 'the UK is in Horizon Europe' statement is not enough to plan a bid on.
- Read the call topic page on the EU Funding & Tenders Portal, including the eligibility and admissibility conditions.
- Check the UK government's Horizon Europe guidance for the current association position.
- Confirm whether your intended role — coordinator, beneficiary, associated partner, subcontractor — is open to a UK entity for that call.
- Check consortium composition rules before you spend time recruiting partners.
Consortia are found, not advertised
Most successful first bids come through an existing consortium that needs a specific capability, rather than a UK company assembling a consortium from scratch.
National contact points, sector associations and the partner-search tools on the portal are the standard routes in. Warm introductions through a research group or an accelerator you already work with beat cold outreach.
Plan around the work programme calendar
Calls follow published work programmes with fixed opening and closing dates. Serious bids are built over months, not weeks, and the consortium usually forms before the call opens.
If a deadline is close and you have no partner, the realistic move is to target the next cycle and use the time to get into a consortium.
